Big money bets on China growing old, and rich

HONG KONG/SINGAPORE (Reuters) - At the Happy Community housing development in Beijing, China's largest property developer is setting aside 24,000 square meters (258,000 sq ft) for active seniors to test whether this rapidly ageing nation will pay for Western-style retirement living.

China Vanke Co Ltd thinks there is "ample room for development" in the senior care sector, a spokesman said, and is testing a second pilot project for seniors in the coastal city of Qingdao. The company plans to open a showroom in the Chinese capital over the Lunar New Year in February.

Overseas players including New York-based hedge fund Fortress Investment Group LLC and China Senior Care, backed by one of the principals of U.S. private developer Lerner Enterprises, are also investing in elderly care and retirement facilities, betting that the demographic fallout from China's one-child policy will soften traditional attitudes towards out-of-home care.

"If you understand the Chinese culture, they're not about to abandon their old and aged parents in the nursing homes," Lim Cheok Peng, managing director of the world's second biggest listed healthcare provider IHH Healthcare Bhd , said in an interview in Singapore.

"Ten to 20 years down the road things may change."

As in most East Asian societies, China's elderly have traditionally been looked after by their children at home.

But for people born in the one-child era after 1980, that could mean caring for two parents and four grandparents alone. For married couples, that's eight grandparents to handle. About 22 percent of China's population will be over age 65 by 2040, up from 9 percent now.

NOT CHEAP

Beijing wants to encourage investment in healthcare services. In January, China reclassified the sector as "permitted" rather than "restricted", meaning overseas companies can own 100 percent of an operation in China.

But elder care does not come cheap. China Senior Care, which is building a 64-bed acute-care facility in Hangzhou, plans to charge at least 40,000 yuan ($6,300) per month, putting it far out of reach for all but the wealthiest in China.

The company paid 28 million yuan ($4.4 million) for a 1.6 acre (0.65 hectare) site, but the process was complicated.

"As far as I know we're the first Western company to take down a site to do a greenfield project," said Mark Spitalnik, chief executive of China Senior Care, who moved to China in 1998. "You really have to develop relationships with guys up and down the food chain."

The company has raised $20 million with backing from Robert Tanenbaum, a property developer with Washington, D.C.-based Lerner Enterprises who is also one of the owners of the Washington Nationals baseball team.

It plans to use this first project as a flagship to help it break into management of acute-care facilities. It also aims to raise a $100 million fund for senior-care facilities.

'LIKE LIVING IN A JAIL'

While the potential market is vast, investors in the sector face cultural as well as financial and administrative barriers.

Filial piety is a pillar of the Confucian philosophical tradition, so the thought of shuttling elderly relatives off to a nursing home remains anathema to many in China.

Yang Fengqin, an 87-year-old grandmother from the coastal city of Fuqing, in Fujian Province, has lived with one of her sons for 50 years and still heads to the market each day to buy ingredients for meals she cooks for him and a grandson.

"If I live in an old age home I will lose my freedom - I want to be able to go out whenever I want," Yang said. Living in an old-age home "is like living in a jail. You cannot go out."

Yang, who gets 1,600 yuan ($250) from the government each month, believes the elderly should be cared for either by their family or the government. She spends only around 300 yuan on food each month and gives the rest of the money to her son.

Most people in Asia expect to support themselves in retirement, according to a survey of six countries in east and southeast Asia. Attitudes are very different in China, where 63 percent people believe the government should do that job, and 71 percent get at least some government support, according to a survey by the Center for Strategic and International Studies sponsored by insurer Prudential .

The Shanghai municipal government envisions a "90-7-3" system, where 90 percent of the city's elderly population lives with family, 7 percent visit community centers and 3 percent pay for private senior homes. The latter figure may sound modest, but Richard Brubaker, the founder of the non-profit Collective Responsibility, says the city actually has only half that capacity for private elder care.

Even if just 3 percent of China's population opts for private care, that still adds up in a country of 1.3 billion.

"People are just beginning to understand what gerontology means in the Chinese context," said Bromme Cole, a consultant who runs Hampton Hoerter, which advises companies on healthcare and senior care facilities.

ASIAN HOSPITALS EYE EXPANSION

At Cherish-Yearn, an upscale retirement community on the outskirts of Shanghai, Chairman Xi Zhiyong has invested 600 million yuan to build 800 apartments, with just over 60 percent full. Residents buy flats with a membership fee of 980,000 yuan ($155,400) per couple, and then pay an annual fee of 30,000 to 70,000 yuan, depending on the size of their apartment, for cleaning services, activities and the help of a secretary.

Fortress, which has said it wants to invest $1 billion in senior care in China, has formed a venture with the conglomerate Fosun Group , which has extensive property operations, to develop senior housing in China. It launched its first project, Shanghai Starcastle Senior Living, in August, providing independent-living apartments as well as assisted living.

Chinese insurance companies have also started to pump money into the sector, with Ping An staking 17 billion yuan in a retirement community in Zhejiang Province in September. That is the fourth insurance investment in retirement homes in as many month, after smaller projects from China Life in Hebei, Taikang Life in Beijing and Taiping Life in Shanghai.

Singapore-based firms are also looking to expand.

Econ Healthcare Group, which runs nursing homes and a hospital in Singapore and Malaysia, is consulting with the government of Suzhou on a retirement village with more than 300 apartments, which could be up and running by mid-2013, Executive Chairman Ong Chu Poh said.

Econ also has a project in Tianjin, and is looking for a local partner to build facilities in cities such as Shanghai and Guangzhou.

"There are many local developers who want to come into this huge seniors' market, and they don't know how to go about it," Ong said.

Some early investors learned the hard way that China does not always live up to the hype.

Private equity investor Adam Lazar said he sank almost $1.5 million into his first senior-care project, but after five years only some of the planned 62 high-end villas were actually built and none were sold. He's now locked in a legal fight over his stake.

"To invest $100 million in senior housing is going to be challenging," said Lazar, the founder of Lazar Capital Management. "To invest $1 billion - it's a pipe dream." ($1 = 6.3093 Chinese yuan)

Humboldt State University instructor killed in hit and run; HSU President's statement

Yesterday was a sad and tragic day for the Humboldt State University community.

Suzanne Seemann, an instructor in our Department of Geography, was killed by an automobile while she was out on a morning run. Two others who were running with her were critically injured and hospitalized, and one jogger's dog was struck and killed.

This is a terrible loss for our University. On behalf of our entire community, I would like to express our deepest condolences to Suzanne's family, her friends and her students. Our thoughts are with them at this most difficult time, and we are here to support them in any way possible.

Suzanne joined our faculty in 2011, after previously teaching at College of the Redwoods. She held degrees from Princeton, University of Wisconsin and Massachusetts Institute of Technology, and was a specialist in oceanic and atmospheric sciences.

Suzanne's colleagues in the Department of Geography have shared with me their keen sorrow at her loss. They describe her as an extraordinarily talented and popular instructor, one who will be sorely missed.

Family members, colleagues and students were being notified throughout the day yesterday. Counseling and other services have been offered, and anyone seeking support may contact the Counseling Center on campus at 826-3236.

Curiosity, a roving chemistry laboratory the size of a small car, touched down on Aug. 6 inside a giant impact basin near the planet's equator. The primary target for the two-year mission is a three-mile (five-km) -high mound of layered rock rising from the floor of Gale Crater.

Scientists suspect the mound, known as Mount Sharp, is the remains of sediment that once completely filled the crater. Analysis of a slab of rock located between the crater's north rim and the base of Mount Sharp indicate a fast-moving stream of water once flowed there.

Images taken by Curiosity and released on Thursday show rounded stones cemented into the rock, which rises like a piece of jack-hammered sidewalk from the planet's surface.

The stones inside the rock are too big to have been moved by wind, Curiosity scientist?Rebecca Williams, with the Planetary Science Institute in?Tucson,?Arizona, told reporters on a conference call.

"The consensus of the science team is that these are water-transported gravel in a vigorous stream," she said.

The rock is believed to be from the floor of an ancient stream which was once between ankle- and knee-deep.

The analysis is based on telephoto images taken by the rover, which is en route to a patch of land named Glenelg where three different types of rock intersect.

Scientists have not yet decided if the slab of rock warrants a chemical analysis, or if there are better targets for Curiosity to look for the building blocks of life and the minerals to preserve it.

"The question about habitability goes beyond the simple observation of water on Mars," said lead scientist John Grotzinger at the?California Institute of Technology.

"Certainly flowing water is a place where microorganisms could have lived. This particular kind of rock may or may not be a good place to preserve those components that we associate with a habitable environment," he said.

The $2.5 billion?Mars Science Laboratory Curiosity mission?is NASA's first astrobiology mission since the 1970s-era Viking probes.

MINNEAPOLIS (AP) ? In one TV ad, a husband and wife talk fondly of a lesbian couple who moved into their neighborhood. In another, a married couple speaks of wanting fair treatment for their lesbian daughter. A third features a pastor talking supportively about gay unions.

Each of these ads ran recently in states with gay marriage issues on the November ballot. What's missing? Gay people speaking for themselves.

Four states are voting on gay marriage this fall, and gay rights groups are pouring tens of millions of dollars into key TV markets in hopes of breaking a 32-state losing streak on the issue. But even as gay people and same-sex relationships gain acceptance through pop culture staples such as "Modern Family" and "Glee," the idea is still seen as dicey by media strategists involved in the ballot campaigns, resulting in ads that usually involve only straight people talking about the issue.

The decision to keep gays in the background has been widely noticed in the gay community and debated on gay-oriented blogs, with some activists complaining that the move contradicts the central message of the gay rights movement for a number of years.

"If we don't show ourselves, people aren't going to get comfortable with who we are," said Wayne Besen, director of Vermont-based gay rights group "Truth Wins Out," one of many that presses gays to live openly with pride in who they are.

But others counsel deference for the complexities of public messaging, pointing out that the ads are designed to speak to the fears and values of the heterosexual majority, whose vote will decide the issue.

"The moderate tough guys we need to flip to win a couple of these races are still the ones who say that gays are gross," said Andy Szekeres, a Denver-based fundraising consultant who has worked on several state campaigns and had access to focus group data. "Pushing people to an uncomfortable place, it's something you can't do in a TV ad," said Szekeres, who is gay.

The definition of marriage is on the ballot this fall in Maine, Maryland, Minnesota and Washington. Beyond those, according to the Human Rights Campaign, 37 states prohibit gay marriage while six and the District of Columbia permit it. Gay activists and their allies are hoping that any wins in November would throw new momentum their way at a time when polls nationwide have shown growing acceptance for gay marriage.

Six of the seven ads broadcast in the contested states this year have featured only straight people talking about the issue. One ad, which played only in Maine, included a firefighter who talked of being accepted by his colleagues. The ads, along with most that ran in the 2008 campaign in California and in other past statewide races, rely on heterosexual family members and friends of gays talking about how the inability to marry has deprived their loved ones of rights and opportunities they should have.

Gay marriage opponents, who also have well-funded campaigns in the four states, plan to begin airing ads soon. In recent interviews, an organizer said the key message is aimed at parents, suggesting legal recognition could result in their kids being told in school and in society that it's OK to be gay.

Gay activists who have worked on the marketing campaigns say that in this battle for public opinion, it's better for gays to stay in the background.

"The simple truth is that we are trying to win over the people that are not yet with us," said Matt McTighe, campaign manager of Mainers United for Marriage, which is pushing the ballot measure to legalize gay marriage in that state. "I'm a gay man, and the general rule of thumb for me is that an ad that meets my emotional needs is not necessarily the thing that's going to change a typical voter's mind about gay or lesbian people."

A May 2011 poll by the Pew Research Center found growing acceptance of gay people on a number of fronts, but still plenty of doubts. Fifty-eight percent of poll respondents said gays should be accepted in society compared to 33 percent who said they shouldn't. More people thought gays raising children was bad for society rather than good, though the largest number of respondents were neutral on the question. The same poll found 45 percent support for gay marriage rights, up from 35 percent just two years earlier.

The first ad broadcast by Minnesotans United for All Families, which is trying to defeat the state's proposed constitutional ban on gay marriage, is aimed at parents. It features Kim and John Canny ? two straight Catholics, Republicans and parents of three daughters from a Minneapolis suburb who discuss coming around to support gay marriage after a lesbian couple with an adopted son moved into their neighborhood.

The lesbian couple is briefly glimpsed in the ad, but not heard from.

Alexander Zachary, a gay man from Minneapolis, complained that the ads he's seen reflect an "antiquated mindset."

"This isn't San Francisco in 1973, where all the gay people live in one neighborhood and all the straight people live everywhere else," he said. "We're not this hidden culture anymore, so why act like it?"

Richard Carlbom, manager of the Minnesota campaign, declined to say if future Minnesota United ads would feature gay people. Upcoming ads will "articulate why gay people want to get married," he said.

Many straight people "are on a journey on this issue, and the most effective way to encourage them is to show them other people who have taken the same journey," and come to accept gay marriage, Carlbom said.

Bil Browning, a Washington, D.C., gay activist and writer, recently called a straights-only ad that ran in Washington state "a heterosexual snoozefest" on his blog. He pointed out that gay activists seem to be using the strategy even though they've yet to win a campaign. In the 32 states where the issue has been on a statewide ballot, gay marriage advocates have lost every time.

"Maybe it's time to reevaluate these strategies and include our families, actual LGBT people," Browning said. "We're never going to win if we can't show our faces. It looks like we have something to hide, and we don't."

BRUSSELS/MADRID (Reuters) - Spain once pushed hard for Ireland and Portugal to ask for bailouts from their partners in the euro because it was keen to shelter itself from an accelerating sovereign debt crisis.

Now the tables are turned and Madrid is holding back from applying for help, not least because the Spanish government knows all too well what befell its Portuguese and Irish peers once they did seek help -- voters dumped them.

Facing an important regional election on October 21, Prime Minister Mariano Rajoy is in no rush to yield to nervous pleas, from France, Italy and indeed Ireland, that he request a rescue deal that might dampen investors' concerns about their own debt.

Dublin and Lisbon fought shy of EU and IMF help for long months in 2010-11, fuelling turmoil in the bond markets, in forlorn attempts to avoid a humiliating loss of sovereignty and lenders' demands that they draft unpopular budgets.

Now Rajoy, in office for nine months, is doing the reverse of what his Spanish predecessors urged on others, and insisting Madrid may not need help -- at any rate not right now.

Part of the procrastination is down to Rajoy's personality. The dour conservative Gallego from rainy northwestern Spain built his career on digging in his heels and letting everyone else wear themselves out until he decides he's ready to act.

People in Rajoy's homeland, Galicia, are renowned for being noncommittal and answering a question with a question. Meet a Gallego on the stairs, a Spanish saying goes, and it's hard to tell whether he is going up or coming down.

"Rajoy is resistant. That's his life. He prefers to take a bad decision in three months to taking a good one tomorrow," said a former government official from Rajoy's People's Party.

Such is Rajoy's poker-faced ambiguity that even longtime associates cannot tell when he will come off the fence.

This month's offer of potential support from the European Central Bank has eased Spain's borrowing costs somewhat, giving Rajoy a breathing space. Germany, whose voters dislike funding bailouts, has also made clear there should be no rush.

But tension remains, with those leaders most concerned about their own debt levels fretting that Spanish delay could unsettle markets and raise the risks they too may need some form of help.

"Spain was much in favor of moving quickly in the case of Portugal, to cut contagion," said a senior euro zone official, recalling pressure from Madrid in the months before Lisbon finally applied for a bailout program in April.

"It's clear that countries such as France and Italy would like to see a request from Spain coming soon," the official said. "But Germany, for instance, is clearly not in hurry."

CHAIN REACTION

In Portugal, domestic banks played a part in pushing a reluctant government into the arms of the IMF by disclosing that the European Central Bank had urged them not to increase their exposure to Lisbon's debt.

Spain's big banks are starting to play a similar role in pressuring Rajoy.

The government should seek precautionary credit "the sooner the better," Francisco Gonzalez, the influential chairman of giant Spanish bank BBVA, said on Thursday.

Rome and Paris reason that the sooner Spain applies for help, the smaller the damage to investor confidence in the euro zone as a whole and the greater the chance of finally breaking the chain reaction of debt crunches.

Wary of hurting Spanish pride, officials are using diplomatic language to convey the message.

"We have to respect the fact that Europe is made of 27 member states and each of them is sovereign and it is particularly true in the case of an important and proud country like Spain," French Finance Minister Pierre Moscovici said.

"But if at one stage they want something from the European Union, the tools are there," he told Reuters TV last week.

Irish Finance Minister Michael Noonan was slightly more explicit. "I'd like them to set out their position because it hasn't been clear over the summer what their position is," Noonan said ahead of a euro zone finance ministers' meeting in Cyprus on Sept 14-15.

Ireland, which Spain pressed to accept a foreign bailout in late 2010, has its own reasons to want Madrid to follow suit. It is concerned a shaky euro zone debt market will thwart Dublin's hopes of returning to the open market to raise funds next year.

A contrary logic is coming from Berlin, where the government faces an election in a year's time. With public opinion against paying to bail out other states, Germany insists the euro zone rescue funds -- the European Financial Stability Facility (EFSF) and the European Stability Mechanism (ESM) -- are not mere conveniences to provide cheaper funding for governments.

For Germans, the funds are a last resort and as long as Spain can finance itself on the market and yields are relatively stable, albeit high, then using the bailout method to help Spain would be difficult to sell to the German parliament.

Austrian Finance Minister Maria Fekter made that case last week when she said: "The goal is not to get as many countries as possible under a program, but to keep them stable enough so that they do not need a program."

Investors now charge Spain more than one percentage point less in interest for 10-year bonds since the ECB said it could buy potentially unlimited quantities of short-term bonds on the secondary market.

But ECB action is conditional on a Spanish application to the euro zone bailout funds and an agreement to implement fiscal and economic reforms under strict international supervision.

Some investors are counting on Spain asking for a bailout at an EU summit on October 18-19. But several EU officials in Brussels said they expected Rajoy to wait until after a regional election in his home state of Galicia on October 21, when his party has a chance of winning a full majority in the local parliament.

To reduce the stigma of being told how to fix its economy by outsiders, Spain will present a new package of reforms later this week, as well as a budget for 2013.

This could enable Rajoy to apply for a bailout to unlock ECB bond-buying if yields start to rise again while keeping any new conditions to a minimum and reducing political embarrassment. The big question is how long the markets are prepared to wait.

As France's Moscovici said last week: "My impression is that we still have a bit of time."

JOHANNESBURG (CNN) ?

An arrest warrant has been issued for Julius Malema, a youth leader in South Africa, his attorney said.

Neither she nor her client have been informed of the exact charges, said Nicqui Galaktiou. They are cooperating with authorities and expect to have a court appearance next week, she said.

Malema was expelled from South Africa's ruling African National Congress this year in the wake of a speech he made that was critical of President Jacob Zuma. In his comments, Malema suggested that Zuma was running the party in a dictatorial and intolerant way.

"It is under President Zuma that we have seen the youth of the ANC being traumatized, being expelled from their own home," Malema said, according to an ANC statement.

"It is under President Zuma we have seen a critical voice being suppressed. We have seen, under President Zuma, democracy being replaced with dictatorship."

Malema and the ANC Youth League helped propel Zuma to power in 2009. But in recent years, he has become one of Zuma's fiercest critics, accusing the administration of failing to improve the lives of the poor.

The youth leader has also been the subject of a criminal investigation by the national revenue service over allegations that he used his political position to influence the awarding of government contracts. He has denied the allegations.
